Phase 2 format
PDF for the buyer, XML for the link
Phase 1 requires generating and storing electronic invoices, with a QR code on simplified invoices. Phase 2 adds integration: the solution sends a structured XML document, or a PDF/A-3 that embeds that XML, then clearance or reporting by type. ZATCA publishes the XML standard. A QR on a PDF does not mean the business is integrated. Fawtar built the path on Business; no customer has finished production onboarding as of the verification date, and it is not described as approved.
Fawtar at fawtar.app is an independent Saudi product. It is not ZATCA’s Fatoora platform, not Fatoora.app, not Oman’s Fawtara programme, and not Jordanian Fawtara products. This page is a reading aid. Last verified 2026-08-29. It is not tax advice.
What is sent?
| Item | Phase 1 | Phase 2 |
|---|---|---|
| Document shape | An electronic invoice with the required fields; no single file format is mandated. | XML, or PDF/A-3 with embedded XML, per ZATCA’s guidelines. |
| With whom? | The buyer reads and keeps it. ZATCA is not yet linked. | Fatoora: clearance for standard documents, reporting for simplified. |
| QR code | Mandatory on simplified invoices. | Part of an integrated document, not a substitute for XML. |
Why we do not copy the field tables
The XML standard is a living technical document. Reprinting its catalogue here would freeze and drift. Read the official file below for any field or business rule. This page separates format from the slogan “compliant”.
Notes follow the original’s type
The standard treats credit and debit notes as documents that refer to an issued invoice, in the same tax or simplified family. Editing a PDF after issue does not repair the XML.
What Fawtar does here

As of 29 August 2026 no customer has completed production onboarding end to end, and Fawtar is not described as a ZATCA-approved or listed solution.
