Similar names, three different things

Fawtar at fawtar.app is an independent Saudi product. It is not ZATCA’s Fatoora platform, not Fatoora.app, not Oman’s Fawtara programme, and not Jordanian Fawtara products. FATOORAH is ZATCA’s procedure for turning paper invoices into structured electronic invoices, and the portal used in Phase 2. Fawtar is commercial software that would talk to that portal if production onboarding completed; as of this page no customer has finished that path, and Fawtar is not a government service.

Commercial products that reuse the same root

The Arabic word for invoice is common. Apps and stores reuse Fatoora, Fatora, فاتورة and Fawtara in their brands, including names such as Fatoora.app. This page does not review those products or attribute features or approvals to them. If you are looking for Fawtar, the site is fawtar.app.

What that means for Phase 2

A Phase 2 integration path exists on the Business plan: device onboarding with a Fatoora OTP, simplified-invoice signing, and Reporting/Clearance routes. As of 29 August 2026 no customer has completed production onboarding end to end, and Fawtar is not described as a ZATCA-approved or listed solution.

Is Fawtar the Fatoora platform?

No. Fatoora belongs to ZATCA. Fawtar is independent software that would use that portal if onboarding completed; no customer has finished that path as of the verification date.

Does Fawtar operate in Oman?

The stated market is Saudi Arabia. Oman’s Fawtara programme is a different authority and a different tax. The names are not interchangeable.
