Is a QR code enough for ZATCA compliance?

No. Phase 1 also requires the invoice fields for that document type. Phase 2 is a separate integration obligation.

Does this tool prove Phase 2 clearance?

No. It inspects the basic TLV payload. Fatoora reporting or clearance is a different path.
